01 / THE NOVEL

A taut British political thriller about power, conscience, and the systems that survive in plain sight.

He said no.
They did it anyway.

On a frozen French coastline, former SAS operator Caleb Carter is ordered to sanction everyone aboard a migrant trawler—traffickers and civilians alike. He refuses. The boat still goes down. Thirty-eight people die.

Five years later, Caleb has left the service and watched the country change around him. When an old contact brings him evidence of a hidden network operating through the institutions meant to protect the public, he builds a team of specialists in a remote farmhouse.

Their methods are disciplined. Their target is the system itself. But the closer they get to the truth, the harder it becomes to know whether they are exposing power—or becoming another form of it.

02 / EXCERPTCHAPTER ONE

The boat was riding low.

Caleb watched it through the scope. A rusted trawler, maybe forty feet. No lights. Diesel note coming across the channel under the wind, then gone, then back.

Below deck, thirty-two people.

He’d seen them on the thermal an hour ago. Orange shapes against blue. Packed in tight. One of them small enough to be a kid. He hadn’t said anything about that at the time. You didn’t, on these jobs. You logged the heat signatures and you moved on.

He was flat on a roof. Old harbour building, decommissioned years back, a structure no one bothered to demolish because no one had decided what the land was for yet. The roof was tar and grit and the grit was going through his jacket into his ribs. November on the French coast. Wind off the water with proper teeth in it.

Three of his lads at the waterline. Hendricks east, Walsh and Pryce strung along the dock wall. Good men. SAS — though nothing about tonight was the Regiment’s. The unit didn’t exist in any way you could prove on paper, and that suited the people who paid them. They’d done this kind of work before. Not this exact thing. But work in the dark.

His earpiece clicked.

“Carter. Status.”

Gallon. Calm as anything. Marcus Gallon could order a man’s execution in the same tone he’d use to ask for the wine list.

“In position. Trawler’s forty out and closing. Six on deck.”

“And below?”

“Thirty-two.”

Pause. Tiny one. Long enough.

“Proceed with full sanction.”
